The Institute of Law Studies of the University of Zielona Góra was the organiser of the International Scientific Conference European Dimension of the Constitution. The conference was held in Zielona Góra on 19 May 2023. The opening ceremony was conducted by prof. dr hab. Wojciech Strzyżewski, Rector of the University of Zielona Góra, prof. UZ dr hab. Andrzej Bisztyga, Director of the Institute of Law Studies of the University of Zielona Góra, doctor honoris causa and lecturer at the institution, as well as prof. UZ dr hab. Tadeusz Stanisławski, Dean of the Faculty of Law and Administration of the University of Zielona Góra and lecturer at the institution. Prof. Wojciech Strzyżewski wished the conference participants fruitful discussions, while prof. Tadeusz Stanisławski emphasised the importance of close cooperation between the Institute and the Faculty for academic endeavours.

The moderator of the First Plenary Session was prof. UZ dr hab. Martyna Łaszewska-Hellriegel (Head of Department of Law Theory, Philosophy and History, Institute of Law Studies, University of Zielona Góra). Six papers were presented as part of that session by:

Prof. Andrzej Bisztyga (Institute of Law Studies, University of Zielona Góra): The European Dimension of the Constitution of Republic of Poland,

Prof. Stefan Haack (European University Viadrina): The Duty of the Federal Republic of Germany to Participate in the European Integration,

Prof. Gabriella Mangione (Universita degli Studi dell’Insubria, Como): European Dimension of the Constitution of Republic of Italy,

Prof. Eduard Barany (Slovak Academy of Sciences): Europeanisation of Slovak Legal System,

Prof. Miruna Tudorascu (University 1st of December 1918 Alba Iulia): Romanian Constitution and Fundamental Civil Rights and Freedoms,

Prof. Ivan Pankevych (Institute of Law Studies, University of Zielona Góra) and Prof. Oleksandr Kuchyk (Ivan Franko National University of Lviv): The European Dimension of the Ukrainian Constitution.


The Second Plenary Session was chaired by dr hab. Ewa Tuora-Schwierskott, – Editor-in-Chief of the scientific periodical Deutsch – Polnische Juristen Zeitschricht. During the Second Plenary Session, papers were presented by the following researchers from the Chair of Constitutional, European and International Law of the Institute of Law Studies, University of Zielona Góra:

Dr Anna Chodorowska (Institute of Law Studies, University of Zielona Góra): European Dimension of the Constitution of France,

Prof. Izabela Gawłowicz (Institute of Law Studies, University of Zielona Góra): European Dimension of the Constitution of Finland,

Dr Justyna Michalska (Institute of Law Studies, University of Zielona Góra): Amendments to the Constitution of the Realm of Denmark In Connection with the Accession to the European Union,

Dr Anna Feja – Paszkiewicz (Institute of Law Studies, University of Zielona Góra): Electoral Rights – Comments In the Context of the State’s Memebership In the European Union.


The purpose of the conference was to present the results of comparative research conducted at the Department of Constitutional, European and International Law of the Institute of Law Studies of the University of Zielona Góra, headed by Prof. Andrzej Bisztyga. The research is carried out by the Department in cooperation with academics from law research centres abroad, some of whom participated in person in the conference. A total of ten papers were presented on European aspects and elements in the constitutions of countries participating in the European integration process. The speeches put a strong emphasis on the Three Seas Initiative, and were met with a lively response.

Constitutional law is the only area of law that contains a set of norms with the strongest legal force. State constitution is the keystone of the national legal system and its provisions - including those concerning European integration - determine the provisions of legal disciplines other than constitutional law. The interdisciplinary nature of the research problem attracted the interest of researchers from other chairs of the Institute of Law Studies of the University of Zielona Góra. Among the conference participants were Head of the Department of Criminal Law and Criminal Procedure prof. Maciej Małolepszy, Head of the Department of Public Administration Organisation, prof. Ewa Szewczyk, prof. Bogdan Ślusarz, (Department of Public Administration Organisation), Head of the Department of Private Law and Comparative Law prof. Rafał Wrzecionek, Head of the Polish-German Centre for Comparative Legal Studies prof. Christof-Eric Mecke, dr Joanna Zdanowska, (Department of Labour Law and Civil Procedure), dr Joanna Markiewicz – Stanny, (Department of Law Theory, Philosophy and History). The conference was also attended by representatives of the student community, including final year students writing their dissertations in the field of constitutional law and European law, as well as members of two student scientific circles operating at the Department of Constitutional, European and International Law of the Institute of Law Studies, University of Zielona Góra: KonstytUZja and the Human Rights Circle.

The conference took place at the building of the Institute of Law Studies of the University of Zielona Góra at Plac Słowiański 9 in Zielona Góra. It was held in English. Foreign guests also had the opportunity to learn about the history and monuments of the city of Zielona Góra. The conference materials will be published by the publishing house of the University of Zielona Góra.
