Lawyer - constitutionalist, Ph.D. in Law, Professor at the University of Zielona Góra, graduate of the Faculty of Law and Administration at the University of Silesia in Katowice, where he earned scientific degrees, scholarship holder of, for example, the Hague Academy of International Law, Poznań Centre for Human Rights, Institute of Legal Sciences of the Polish Academy of Sciences, Salzburg Seminar in American Studies, British Council (Leicester University, UK). Author and co-author of more than 200 domestic and foreign scientific publications in the field of constitutional law, comparative constitutional law and human rights and their protection, including the monographs ‘Europejski Trybunał Praw Człowieka’ (Katowice 1998) (i.e. European Court of Human Rights) and ‘Oddziaływanie Europejskiej Konwencji Praw Człowieka na porządek prawny Zjednoczonego Królestwa’ (Katowice 2009) (i.e. ‘Impact of the European Convention on Human Rights on the legal order of the United Kingdom’). Editor and co-editor of more than a dozen scientific papers, including Kierunki zmian pozycji ustrojowej i funkcji Senatu RP (Warsaw 2014) (i.e. Directions of changes in the systemic position and functions of the Senate of the Republic of Poland), European Dimension of the Constitution (Zielona Góra 2024). Participant of more than 150 scientific, national and international conferences and seminars. He graduated 4 Ph.D. law students, reviewer in dozens of procedures for conferring a doctoral degree. Member of scientific associations, e.g. the Polish Society of Constitutional Law and Deutsch - Polnische Juristen Vereinigung. Subject editor, reviewer and member of scientific councils of several domestic and foreign legal scientific journals, such as Przegląd Prawa Konstytucyjnego (i.e. Constitutional Law Review), Dyskurs Prawniczy i Administracyjny (i.e. Legal and Administrative Discourse), Folia Iuridica Wratislawiensis. Lecturer at foreign research centres, including the Institute of State and Law of the Slovak Academy of Sciences in Bratislava and the S. Toraighyrov Pavlodar State University Honorary Doctor of, for example, King Daniel University in Ivano-Frankivsk, Kunayev University in Almaty, Honorary Professor at the International Humanities and Technology University in Shymkent (Kazakhstan). Recipient of scientific awards, including the Award of the Minister of Science and Higher Education of the second degree for his PhD thesis (2010), Professor Jerzy Trzcieniecki Award for Outstanding Contribution to Science and Practice (2022) and rector's awards. Legal expert to, for example, the Senate of the Republic of Poland, parliamentary and senatorial commissions. Author of legal opinions and expert reports prepared for the Chancellery of the Prime Minister, the Minister of Justice, the Department of Strategy and Policy Planning of the Ministry of Foreign Affairs, the Department of Legal Affairs and Control Judicial Decisions of the Supreme Audit Office, the Polish Academy of Sciences, the Legislative Commission of the Sejm of the Republic of Poland, deputies and senators, members of the European Parliament, the Solidarity Miners' Trade Union, the Employers of the Republic of Poland, law firms and law firm of attorneys-at-law and others, expert of the Commission for the Evaluation of Science and member of advisory teams to the Minister of Science and Higher Education. Co-founder of the Faculty of Law and Administration at the University of Zielona Góra and Professor at the University of Zielona Góra (2015), Head of the Department of Constitutional, European and Public International Law at the Institute of Legal Sciences at the University of Zielona Góra, from 2019 to 2024 the President of the Scientific Council of the Legal Sciences Discipline and Director of the Institute of Legal Sciences at the University of Zielona Góra. He was awarded, for example, the Gold Cross of Merit for his contribution to the development of Polish science and culture, Medal of the Commission of National Education, Silver Medal for Merit to Polish Science ‘Sapientia et Veritas’, Medal of Honour of the Senate of the Republic of Poland ‘The State is the Supreme Law’, Badge of Honour for his contribution to the Lubuskie Province, Gold Badge of Honour for his contribution to the Śląskie Province, Medal of the National Chamber of Attorneys-at-Law, Gold Cross of Honour of the Association of Piłsudskiites of the Republic of Poland.
